Empower Dubuque


PURPOSE
The Community Empowerment Board shall function as the governing board for the Dubuque Empowerment Area.

AREA
The Dubuque Empowerment Area shall consist of the county of Dubuque.

MEMBERSHIP
A majority of the members of the Community Empowerment Board shall be private citizens and elected officials. There will be twenty members on the board.

At least one member shall be:

  • A service consumer or the parent of a service consumer
  • A community volunteer
  • A member of the Dubuque County Board of Supervisors
  • A member of either the Dubuque Community School Board or the Western Dubuque School Board
  • A city council member from one of the towns in Dubuque County

Agency members will be:

  • The superintendent of the Western Dubuque Schools
  • The superintendent of Dubuque Community Schools
  • An educational representative from the Archdiocese of Dubuque
  • A health representative for the city of Dubuque
  • A health representative for Dubuque County
  • The Dubuque supervisor of JCS
  • The Administrator for Dubuque DHS

(The above members may ask that a permanent designee be appointed in their place.)

Other members will be:

  • Seven additional citizens will be elected to serve on the board
  • Any Dubuque County resident who is a member of the State Empowerment Board is automatically a member of the local Board
