Empower Dubuque
Quality Child Care Alliance (QCCA)

Purpose Statement: The Quality Child Care Alliance (QCCA) is a committee of Dubuque County Empowerment. It is a partnership among Dubuque County child care professionals and community members dedicated to building a system of accessible quality child care for Dubuque County's children 0-5 years of age.

"Growing Our Youngest Citizens!"

Quality Child Care in Dubuque County is:

  • Healthy, safe, nurturing, and regulated environments for early learning
  • Provided by qualified, well-compensated professionals
  • Founded on research-based, developmentally appropriate curriculum
  • Accessible, affordable, and meets the diverse needs of all children and families
  • Supported through community collaboration and advocacy to achieve desired outcomes

Professional Development Opportunities for Child Care Providers

Dubuque Quality Child Care Model (in progress and coming soon) - The QCCA is working to develop a comprehensive model of quality child care. It will be a voluntary program based on a four-tier system. More information will be available as the model is developed.

Child Care Workforce Survey (front side of brochure) (back side of brochure) - The Child Care Workforce Survey of both child care center staff and in-home child care providers was undertaken to:

1. Obtain baseline data on the status of those who work in child care and what it will take to train and retain the most qualified and capable early childhood professionals.

AND

2. Demonstrate the importance of quality child care to economic development. In particular, the importance of early childhood brain development AND how investment in early childhood pays off phenomenally in economic rewards for the ability of future employees and the success of businesses.
